    The licence files linked to from the Legal Info (in the About Firefly page in the embedded server) are missing (except for GPL). It looks like the files are expected in admin-root…

    Are the in the distribution tarball?

    No, only the one for the GPL licence. Looks like this also applies to svn-1685 (going by the content of the tarball).
