Most of the music I have on my computer have album-level .m3u playlist files, naturally I don’t want ALL of those to be their own playlists, but I would like playlist support. Is there anyway I can have a designated playlist folder, and only those m3u files will be scanned/added as playlists?

At this point, no. But perhaps that would be exposed by the scripting plugin.
