1696 is running perfectly on my MSS+ system. I installed it exactly the same way on a friend’s very similar system, and it works with the exception of the web interface.
Could his security or firewall settings be causing problems with Java, or could it be that bonjour needs to be installed on his PC??

His is at http://ip.address:9999, rather than 3689 (since iTunes uses 3689). that’s likely it.
His firewall will have to allow inbound tcp 9999, though.
